I can not seem to get a straight answer on this. Can someone shoot coyotes on their own property, at night, with thermal scope on a 223? I know that you can not suring modern deer/elk season Sept-Nove, etc. But what about the rest of the year? Any help here would be great, and if you have a ruling to cite that would be helpful

Jeff, You still need to comply with all other laws. So, you need to break your question down into reasonable bites. 1. Can you hunt coyotes on your own property? If hunting on your property is legal then yes. 2. At night? Yes. with a thermal scope? As long as not during deer or elk modern firearms hunting season. 4. With a .223? Refer to # 1. Is shooting a .223 at your proposed location legal otherwise?
